Маловероятно, что в очень маленьком городе, где, практически, все друг друга знают, до руководства не доходят какие-то проблемы. Все они на виду.
Главная проблема в самом руководстве: пассивном, равнодушном и откровенно ленивом.
И можно извести тонны бумаги на плакаты разного содержания и бессмысленно сотрясать воздух какими-то требованиями. Результат будет нулевым!!!
Нужды простого народа мало кого трогают.
Пока у власти будут люди случайные, ничего не измениться.
